Citizens' Bond Oversight Committee

Sacramento City USD is fortunate to have repeated voter support for bond measures that are improving aging schools.

The first of two current bonds, Measure H, was approved during the March 2020 election. It was the District’s $750 million bond proposal to provide safe, environmentally adaptable, modern schools and playfields through an equitable framework. Please refer to the Board Resolution and Bond Project List for more information on Measure H. The second, Measure D, was approved during the November 2024 election. It was the District’s $543 million bond proposal to expand Science,​ Technology, Engineering, Arts, and Mathematics (STEAM) classrooms;​ address facilities infrastructure needs; and upgrade school security. After a bond measure is approved by voters, the SCUSD Board of Education is legally required to appoint a Citizens’ Bond Oversight Committee (CBOC). The statutes governing the CBOC are set forth in Education Code Sections 15278, 15280, and 15282.

This committee will consist of dedicated volunteers who will actively review the school district's spending of bond funds and report their findings to the Board of Education and the public. The purpose of a CBOC is derived from the provisions of Prop 39 that specify the need to ensure accountability in the spending of funds prudently, as directed by citizens of the community.

More specifically, the CBOC’s six key roles and responsibilities are to:

1. Review and report on the proper expenditure of the taxpayers’ money for school construction.
2. Advise the public as to whether the District is in compliance with the requirements of Prop 39.
3. Convene to provide oversight for:

• Ensuring that bond revenues are only expended for the construction, reconstruction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities, or the acquisition or lease of real property for school facilities, as approved by the voters and as identified in the District’s school facilities project list prepared for Measure H; and
• Ensuring that no bond revenues are expended for any teacher or administrative salaries or other school operating expenses. 

4. Conduct open meetings which comply with the requirements of the Ralph M. Brown Act, including notice provisions which are the same as those followed by the Board of Trustees of the District.
5. Issue regular reports on the results of its activities, and issue a report at least once per year; and
6. Make all documents and reports available to the public via the District's website.

The CBOC may engage in any of the following activities:

1. Receive and review copies of the annual, independent performance audit conducted to ensure that bond revenues have been expended only on the specific projects listed in Measure H.
2. Receive and review copies of the annual, independent financial audit of the bond revenues from Measure H.
3. Inspect school facilities and grounds to ensure that the bond revenues are expended in compliance with the requirements of paragraph (3) of subdivision (b) of Section 1 of Article XIII A of the California Constitution.
4. Review the District's efforts to maximize bond revenues by implementing cost-saving measures.

The CBOC shall consist of at least seven members and shall include the following:

• A member active in the local business community
• A member active in a senior citizens’ organization
• A member active in a bona fide taxpayers’ association
• A member who is a parent/guardian of a child enrolled in the District
• A member who is a parent/guardian of a child enrolled in the District and is active in a parent/teacher organization, such as the parent-teacher association or a school site council
• A member active in a labor organization
• A member active in a community-based organization

NOTE: No employee, board member, vendor, contractor, or consultant of the District can be appointed to the CBOC.

The District is accepting applications for CBOC membership on a rolling basis at this time. All applications will be reviewed for appropriate qualifications, and recommendations will be submitted to the Board of Education for approval.
