District English Learner Advisory Committee
The mission of the District English Learner Advisory Committee (DELAC) is to advise district officials on English learner programs and services. Our overall goal is to help English learners attain English proficiency and achieve academic success.
Purpose of the Committee
The purpose of the committee is to advise the Sacramento City Unified School District Superintendent and the governing Board regarding our district on:
- Conduct on-going review of the district master plan and recommend modifications to reflect needs and priorities
- Have on-going responsibility to review program implementation for English learners
- Monitor and ensure the effectiveness of the programs with district personnel
- Review and comment on the development or annual update of the Local Control and Accountability Plan (LCAP)
- Take other actions as required by the Education Code.
Other Duties
Develop and deliver annual reports to the Superintendent and Board on the status of programs for English learners and the functioning of ELAC and the DELAC. Teach parents about the school system so they have the knowledge to support their student. Receive annual reports detailing the status of compliance with state and federal requirement. Help parents understand the reclassification process for their student.
Our Meetings
Our meetings provide opportunities for parents to learn about district policies, programs, data and much more. The agendas are developed from an interest survey filled out by all in attendance at the first meeting in October. The meetings are held in the Community Rooms of the Serna Center from 5:30- 7:30pm on meeting dates. Child care is provided through the Parent Resource Center.
Translation and interpretation is provided in the following languages:
- Chinese
- Hmong
- Russian
- Spanish
- Vietnamese
Parent Involvement
The meetings are designed to create an environment where parents can partner with district staff, school staff and community members in a safe place. Parents and community members can ask questions during the presentations to become more informed about the procedures and processes that can occur at the district and at school sites. Parents are encouraged to get involved and work as a team with the school.

What is the English Learner Advisory Committee (ELAC)?
English Language Advisory Committee is a school site committee that must be formed whenever a school has over 21 or more EL students enrolled.
The committee is responsible for advising the principal and staff on programs and services for English learners and on the development of the school’s academic plan for the following year through the School Site Council.
